The actual test
The regulation lists ten criteria. Meeting three of them makes you eligible to be considered. It does not make you approved. The officer then steps back and asks one question: has this person risen to the top of their field? Most petitions fail right there, holding a full checklist.
The 2026 problem
USCIS is reopening petitions it already approved. The notices name the same four things every time: papers published in journals that accept anything within days, citations traded between accounts, awards that arrive once the entry fee clears, and press releases written by a consultant and placed on sites that publish anything. A lot of firms sell exactly those four things. We do not, and we will tell you no if you ask.

No, and the distinction is the entire reason we exist. The revocations name four things: paid journals, traded citations, bought awards, and placed press. We refuse all four, in writing, in your engagement letter. Everything we build is either work you actually did or an opportunity you actually earned.
